TLCF Connect Mobile Program

Keeping Metro Atlanta Connected.

The TLCF Connect Mobile Program helps individuals and families gain and maintain access to reliable mobile communication. Through enrollment assistance, smartphone support, education, and ongoing guidance, we help ensure community members can stay connected to employers, schools, healthcare providers, emergency services, and loved ones.

Reliable phone service is no longer a luxury—it's an essential tool for everyday life. Our program exists to remove barriers and provide personalized assistance before, during, and after enrollment.

A working phone is how people apply for jobs, reach a doctor, hear from a school, and call for help. When the phone works, everything else gets easier.

What we do

In partnership with Assurance Wireless, we provide one-on-one help applying for the federal Lifeline program, plus smartphone setup, security and performance tune-ups, accessibility support, and troubleshooting. We assist with applications — we can't guarantee approval or service.

How we help.

Wireless Enrollment Assistance

Eligibility screening, application and document help, identity verification, submission, status checks, number transfers, and device activation for the federal Lifeline program through our Assurance Wireless partnership.

Phone Check-Up Clinic

A 20–45 minute appointment covering updates, storage and battery, privacy and security settings, backups, contact and photo transfers, and a walkthrough of the features you use most.

Mobile Support Desk

Help with activation issues, SIM cards, password recovery, logins, app installs, resets, data transfers, and referrals to repair services when a device needs more than we can do.

Safety & Emergency Readiness

Scam and spam awareness, identity-theft prevention, password and two-factor basics, plus Medical ID, emergency contacts, SOS setup, and local weather and emergency alerts.

Community Connection

Getting you into the tools daily life runs on: patient portals, school apps, job applications, benefits and housing websites, and transportation apps.

Senior & Accessibility Support

Patient, one-on-one coaching on calls, texting, and video chat, with larger text, magnification, voice control, screen readers, hearing accommodations, and captions.

The Luc Cochran Foundation partners with Assurance Wireless to assist community members applying for the federal Lifeline program. TLCF provides application assistance only. We do not guarantee wireless access, device availability, or approval of any application. All eligibility and approval decisions are made solely by Assurance Wireless and the federal Lifeline program. Required donations support our charitable mission, are non-refundable, and are not a payment for wireless service.

Eligibility

Who can get the Assurance Wireless deal.

The federal Lifeline program through our Assurance Wireless partnership is available to individuals and households who participate in one of the following qualifying assistance programs:

  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Medicaid
  • Federal Public Housing Assistance (FPHA)
  • Veterans Pension or Survivors Benefit Programs
  • Bureau of Indian Affairs (BIA) General Assistance
  • Tribal Temporary Assistance for Needy Families (Tribal TANF)
  • Food Distribution Program on Indian Reservations (FDPIR)
  • Tribal Head Start (income-qualifying households)

Approval is not guaranteed. Final eligibility and enrollment decisions are made solely by Assurance Wireless and the federal Lifeline program.

Frequently asked questions.

Do you guarantee wireless service or approval?
No. The Luc Cochran Foundation does not guarantee wireless access, device availability, or approval of any application. We assist with the application process only. All eligibility and approval decisions are made solely by Assurance Wireless and the federal Lifeline program, not by TLCF.
Is a donation required?
Yes. A donation is required to schedule Connect Mobile services. The regular rate is $10 per application; for a limited time the special rate is $5. The Phone Check-Up Clinic requires a $20 donation. Donations support TLCF's charitable mission and are non-refundable, including if an application is denied.
What should I bring?
Your phone, its charger, and any passwords or PINs you'll need (Apple ID, Google account, or voicemail). For wireless enrollment, bring a photo ID and any eligibility documentation you already have.
